I did this by cleaning up the weight paint and deleting unnecessary key frames found in the animation. I also submitted an FBX file of the model with the coat rig without any animations attached to it. I did this by auto-rigging the base mesh in Mixamo, downloading that rig, then adjusting the weight paint as needed in Maya.
