The Fulbright Program\u2019s stated mission is to increase mutual understanding between people of the United States and people of other countries.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">Wehle\u2019s Fulbright project, which will be conducted in conjunction with scholars in The Netherlands and the University of Virginia, entails empirical research, analysis, and public-facing discussion regarding how citizens actually internalize constitutional norms and use them, to varying degrees, to reinforce constitutional structures through voting, civic participation, financial support, and other means.\u202f<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">She will visit The Netherlands during the Spring 2025 semester, following a speaking tour for her fourth book,\u202f<\/span><i><span data-contrast=\"none\">Pardon Power: How the Pardon System Works \u2014 and Why,<\/span><\/i><span data-contrast=\"none\"> which was published in September 2024.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">Wehle says she will work with\u202fProf. W.J.M. Voermans, of the University of Leiden, and other scholars to study how social constructivism informs constitutional law and, in turn, how courts and government actors should consider the public\u2019s internalized values in shaping the rule of law. It will continue their three-year collaboration comparing the two oldest constitutions in the world: the U.S. and Dutch Constitutions.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">\u201cIn 2019, Professor Voermans and I met when\u202f<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=VC19K7YUIEE\"><span data-contrast=\"none\">we both spoke at the John Adams Institute<\/span><\/a><span data-contrast=\"none\">\u202fin Amsterdam about our recent books,\u202f<\/span><i><span data-contrast=\"none\">How to Read the Constitution\u2014and Why<\/span><\/i><span data-contrast=\"none\">\u202f(Wehle), and\u202f<\/span><i><span data-contrast=\"none\">The Story of Constitutions\u202f<\/span><\/i><span data-contrast=\"none\">(Voermans),\u201d Wehle says. \u201cThus began a collaboration around Professor Voermans\u2019 ongoing research on how constitutions live in the \u2018hearts and minds\u2019 of ordinary people.<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">Wehle, who has been on the faculty at Baltimore Law since 2009, teaches administrative law, constitutional law, civil procedure and federal courts. She is the author of\u202f<\/span><i><span data-contrast=\"none\">How to Read the Constitution \u2014 and Why\u202f<\/span><\/i><span data-contrast=\"none\">(2019),\u202f<\/span><i><span data-contrast=\"none\">What You Need to Know About Voting \u2014 and Why<\/span><\/i><span data-contrast=\"none\">\u202f(2020), and\u202f<\/span><i><span data-contrast=\"none\">How to Think Like a Lawyer and Why: A Common-Sense Guide to Everyday Dilemmas<\/span><\/i><span data-contrast=\"none\">\u202f(2022).<\/span><span data-ccp-props=\"{\">\u00a0<\/span><\/p><p><span data-contrast=\"none\">\u201cI am truly honored to have been selected as a Fulbright Scholar, one of the world\u2019s most prestigious organizations for fostering intercultural scholarship and community,\u201d she says. \u201cI\u2019m thrilled to continue my research at the University of Leiden on how citizens internalize constitutional norms \u2013and its impact on the interaction among politicians, civil servants, and the voting public.\u201d<\/span><span
