It is this information that is&#8230; critical in decision making.\u201d<\/p>\n<p>Baltimore Neighborhood Indicators Alliance&#8217;s (<a href=\"https:\/\/bniajfi.org\/\">BNIA<\/a>) goal is \u201cto strengthen Baltimore neighborhoods by providing meaningful, accurate, and open data at the community level.\u201d One way BNIA brings this information to life is through Vital Signs, which is a yearly \u201ccompendium of data points, compiled from a variety of reliable sources\u2026, [that] form[s] a picture of any given neighborhood\u2019s quality of life and overall health.\u201d Vital Signs provides an interactive application to anyone with internet access. Vital Signs is a great resource for residents and community leaders alike, as \u201ccommunity leaders tap into BNIA data to track progress and advocate for change in their neighborhoods.\u201d<\/p>\n<p>One of these (major) changes is the Perkins, Somerset, Old Town Transformation (PSO Project), for which BNIA has created a dashboard \u201cto keep track of progress\u2026 [of] key indicators.&#8221; The same data that BNIA is using to monitor the progress is the same data that has kept areas like Perkins Home, a majority Black community, from being developed for so long. Generally speaking, \u201cthe statistics for Black communities in Baltimore City are not positive\u2026 compared to white communities&#8230;, [and] developers and investors [end up inadvertently] using negative neighborhood characters as a proxy for race and choosing not to develop there.\u201d These statistics include \u201cgreater social service costs\u2026, declining business activity\u2026 [and] lower individual incomes\u201d which leads to \u201can overburdened tax base.\u201d This \u201cdrop-off in public investment and infrastructure\u201d creates a \u201cdownward spiral\u201d referred to as \u201can equilibrium characterized by decay.\u201d But the PSO project is a modern public-private partnership which is set to build a \u201ca new 21st Century school, new community amenities and opportunities, neighborhood improvements, and a supportive services plan aimed at helping families meet their goals.\u201d More importantly however, is that it will include a \u201cvibrant mixed income community with affordable and market rate housing\u201d helping negate primary negative effect of gentrification, and \u201cnot only match one-for-one Perkins&#8217; subsidized housing but spread the units across the [entire PSO] site.\u201d<\/p>\n<p>Data itself only has potential it is the information waiting to be found in that data from which decisions can be made.<\/p>\n<p><img decoding=\"async\" class=\"alignnone size-large wp-image-1825\" src=\"http:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard-1024x638.png\" alt=\"\" width=\"650\" srcset=\"https:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard-1024x638.png 1024w, https:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard-300x187.png 300w, https:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard-768x478.png 768w, https:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard-1536x957.png 1536w, https:\/\/blogs.ubalt.edu\/legaldatadesign\/wp-content\/uploads\/sites\/1164\/2021\/04\/PSO-Dashboard.png 1756w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<hr \/>\n<div id=\"ref\">[1] Vasudha Thirani &amp; Arvind Gupta.
